What is Height Modernization?
The framework of survey
monuments that are used for elevation information in Kentucky was
installed more than a half century ago. Much of this vertical control has
been destroyed or is suspect in its reliability. The ability to replace
this system by traditional methods is both extremely time consuming and
costly. Present and future requirements for elevation data are compromised
by the ability to obtain reliable and accurate information in a cost
effective and timely manner.
The goal of Height Modernization is
to provide a reliable and accurate infrastructure for elevation data that
meets the needs of a broad spectrum of users and applications. To achieve
this, the existing vertical control network will need to be updated and
extended. This modernized network of elevation data will then enable the
development of a more accurate
geoid model,
providing the ability to
derive accurate elevations using GPS observations. This capability reduces
or eliminates the requirement to perform expensive and time consuming
traditional leveling for vertical control. Analysis performed by several
other states has convincingly shown that the investment in Height
Modernization quickly pays for itself in the savings gained by future
routine and necessary projects across a surprisingly diverse array of
concerns.

Subcommittee Charge
- Identify the needs, benefits, beneficiaries, and practical
applications for a statewide height modernization project.
- Identify and involve potential participants representing various
interests from federal, state, local, and private entities.
- Identify a general scope and approach for the implementation of a
height modernization project.
- Provide a cost estimate and benefit analysis to identify economic
justification for height modernization.
- Identify funding mechanisms and timeframe for the execution of a
statewide height modernization project.
